FACTS

On August 24, 1990, the State charged Mendoza with one count of delivery of a controlled substance, and one count of conspiracy to deliver a controlled substance. On October 12, 1990, Mendoza pleaded guilty to the conspiracy charge, and the State dismissed the delivery charge. On November 29, 1990...
