The very narrow issue presented in this CPLR article 78 proceeding is whether the respondent's Medical Board acted without basis when it concluded that petitioner had not shown that his disability was caused by his having tripped upon torn carpeting at his place of work. As noted in the dissent, the workplace accident to which the petitioner attributes his disability occurred on March 10, 1979. Petitioner was examined at the time and found to have sustained soft tissue trauma...
