We are asked to determine the meaning and scope of a proviso contained within General Statutes § 52-557n, § 13 of the Tort Reform Act of 1986, No. 86-338 of the 1986 Public Acts.1 That statute addresses the liabilities and immunities of political subdivisions, their employees, officers and agents.
