Appellee, Donna B. Novik, was granted accidental disability retirement benefits by a Hearing Examiner of the Employees' Retirement System of the City of Baltimore (the Examiner). The Board of Trustees of the Employees' Retirement System of the City of Baltimore appealed that decision to the Circuit Court for Baltimore City.
