The Insurance Federation of Pennsylvania (federation), appeals a declaratory order of the Insurance Commissioner of the Commonwealth of Pennsylvania (commissioner), which outlines the policy of the Commonwealth of Pennsylvania Insurance Department (department), regarding the use of individual medical underwriting in small-group health insurance coverage.
