Following a stipulated waiver trial on January 7, 1991, defendant Joseph Paschell was found guilty of driving under the influence of alcohol (DUI) by this court. See 75 Pa.C.S. section 3731. Defendant filed a timely postverdict motion in arrest of judgment and/or for a new trial arguing the following issue: that the Commonwealth had not proved beyond a reasonable doubt that the DUI incident occurred in a "trafficway" as required...
