The City of Philadelphia (City) appeals an order of the Court of Common Pleas (trial court) vacating an arbitration award and reinstating police officer Marvin Pittman (Pittman) with full and complete back pay. Pittman was terminated for associating with individuals engaged in unlawful activity, for his involvement in a scheme to sell driver licenses to illegal aliens, and for failing to cooperate in a departmental investigation of the scam.
