Philadelphia Manufacturers Mutual Insurance Company (Philadelphia Manufacturers)1 preliminarily objects to the complaint filed by Constance Foster, Insurance Commissioner of the Commonwealth, in her capacity as the statutory rehabilitator (Rehabilitator) of the Mutual Fire, Marine and Inland Insurance Company (Mutual Fire).
