The Department of Transportation, Bureau of Driver Licensing (DOT), appeals from the July 30, 1990 order of the Court of Common Pleas of Delaware County which sustained the appeal of Susan Ann Monsay (Monsay) from a one-year suspension of her operating privileges for refusal to submit to chemical testing pursuant to Section 1547(b) of the Vehicle Code (Code), as amended, 75 Pa.
