The State's Attorney for Montgomery County filed a petition in the District Court, Juvenile Division, alleging that George V., the appellant, stole four shirts valued at under $300 from the Woodward and Lothrop department store in Wheaton Plaza. An adjudicatory hearing was held on May 7, 1990 (Moore, J.). At the conclusion of the hearing the court determined that appellant committed a delinquent act as alleged in the petition, and placed him temporarily...
