The dispositive issue in this appeal is whether General Statutes § 22a-43 (c)1 authorizes a trial court to approve a proposed withdrawal or settlement of an appeal from a decision of an inland wetlands agency when not all the parties have agreed to that proposed withdrawal or settlement. We conclude that the statute does not permit such approval without the consent of all parties...
