The plaintiffs-appellants are landowners who have unsuccessfully petitioned the Hamilton County Board of Commissioners to annex their Springfield Township property to the city of Springdale, Ohio. The plaintiffs appeal from the dismissal of their administrative appeal under R.C. 2505.04 for failure to perfect the appeal by filing a supplemental notice of appeal in the court of common pleas within the thirty-day period specified by R.C. 2505.07....
