WALD, Circuit Judge:

On December 4, 1989, appellant Jerome Young pled guilty to conspiracy to manufacture and distribute 100 grams or more of pure phencyclidine ("PCP"), 21 U.S.C. §§ 846, 841(b)(1)(A)(iv), and to use of a firearm in relation to a drug trafficking crime, 18 U.S.C. § 924(c). The district court subsequently sentenced Young to 188 months of confinement on the drug count and 60 months...
