Marcella Johns was employed by the appellant, Arizona Department of Economic Security (DES). Johns was terminated by DES and filed an appeal with the Arizona State Personnel Board (Personnel Board). The Personnel Board affirmed her termination. Johns filed a complaint in superior court pursuant to A.R.S. § 12-901 et seq., the Administrative Review Act. The superior court then reversed the decision of the Personnel Board...
