On May 11, 1989, respondent was arrested for willfully discharging a firearm in a grossly negligent manner, unlawfully carrying a loaded forearm in a public place, and willfully obstruction a police officer in the discharge of his duty. (Pen. Code, §§ 246.3, 12031, subd. (a), 148.)
