This cause arose in March 1986, when the librarian of defendant Ohio Department of Rehabilitation and Correction, employed at the Marion Correctional Institute, submitted a conduct report indicating that plaintiff Donald L. Turner had violated various rules for the conduct of inmates. A hearing was held by the facility's Rules Infractions Board. Plaintiff was determined to be guilty of two rules infractions and not guilty of one other charge...
