OPINION

RAMSEY, District Judge.

This case was previously before this Court on the parties' cross-motions for summary judgment. On February 1, 1991, 771 F.Supp. 1406, the Court issued a Memorandum and Order holding each party liable to the other under the strict-liability provisions of the Comprehensive Environmental Response, Compensation and Liability Act ("CERCLA"), 42 U.S.C. § 9607.1
