Introduction

Henry Summers was injured in 1984, when he worked for Korobkin Construction. At the time of Summers' hearing before the Alaska Workers' Compensation Board ("Board"), Korobkin had paid all of Summers' medical expenses. However, Korobkin refused to acknowledge that Summers had a valid and compensable claim, and reserved the right to assert affirmative defenses against future claims by Summers...
