On June 6, 1991, the City of Bridgeport, Connecticut filed a petition under chapter 9 of the Bankruptcy Code. On June 7, the Bridgeport Financial Review Board ("the FRB")1 passed a resolution adopting an interim budget for Bridgeport.2
