Marion Holmes, an inmate in the Cook County Jail, was denied medical care for a painful skin condition by Cook County authorities. Holmes brought suit under 42 U.S.C. § 1983 against the Sheriff of Cook County and the director of the Jail's health services, both in their individual and official capacities, claiming that the defendants violated his eighth amendment rights by denying him medical treatment...
