Cesar Vielman Joya-Martinez, a former Salvadoran intelligence officer, was found guilty by a jury of violating 8 U.S.C. § 1326 (1988), which prohibits an alien who has been arrested and deported from thereafter entering the United States without the express consent of the Attorney General.
