On June 25, 1990, the United States District Court for the Middle District of Louisiana issued a preliminary injunction generally directing Sheriff William Belt (Belt) of Avoyelles Parish, Louisiana, all other Louisiana sheriffs, and the District of Columbia (the District) to ensure that all prisoners held in Louisiana parish jails pursuant to agreements with the District be removed from all such jails by July 15, 1990.1<...
