This appeal involves the interpretation of a consent decree approved by the district court in 1979. The decree was designed to remedy racial and gender discrimination in the hiring and promotion practices of the San Francisco Police Department. We affirm the district court's holding that the promotional obligations under paragraph 10a(4) of the decree do not continue to accrue until the decree is terminated. We...
