Vernon Dale Travis appeals from a final order entered in the District Court for the Eastern District of Arkansas dismissing his 28 U.S.C. § 2254 petition for writ of habeas corpus on the merits. For reversal, Travis argues the district court erred in failing to credit him with jail time served prior to his 1982 murder conviction. For the reasons discussed below, we vacate the order of the district court and remand the case with directions...
