EDMONDS, Judge.

Defendants1 appeal a judgment awarding damages to plaintiff. Plaintiff alleged in a 42 U.S.C. § 1983 claim that he was employed by Klamath County and that his employment was terminated in violation of his civil rights, because he had exercised his First and Fourteenth Amendments rights by speaking out about matters of public concern. We reverse.
