This is an appeal from a decision of the Civil Service Commission denying the request to certify an appeal as a class action.

FACTS

On August 5, 1988, approximately one hundred forty-seven (147) employees were laid off from the Department of Health and Hospitals and the Department of Social Services (DHH and DSS, respectively). Six of these employees timely filed an appeal and requested that the appeal be certified as a class action...
