On November 4, 1988, the Secretary of the Department of Wildlife and Fisheries (DWF), Virginia Van Sickle, issued a layoff plan which was received by Robert A. Beter, a game biologist and district supervisor for DWF in District VIII. Said plan listed Beter's position as one targeted for abolishment.
