In July 1986 a fourteen-count indictment was returned against Alan Scop, Raphael Bloom and four individuals not involved in this appeal, Sam Sarcinelli, Herbert Stone, Gary Brustein and Jack Ringer. The first count charged all defendants with a conspiracy to commit mail and securities fraud in violation of 18 U.S.C. § 371. In Counts Two through Seven they were charged with mail fraud in violation of 18 U.S.C. § 1341. Counts Eight...
