This appeal arises from a suit for a writ of mandamus filed by plaintiffs, James D. and Carol J. Constantine, in the circuit court of Du Page County to compel defendants, the Village of Glen Ellyn and William H. Hansen, as the building and zoning official of Glen Ellyn (Village), to issue a building permit to plaintiffs for certain property. Plaintiffs had been denied a building permit on February 3, 1987...
