Morteza Sayed Tarvand appeals the final order of the Board of Immigration Appeals (BIA) denying his applications for voluntary departure, withholding of deportation, and asylum. We find that the decision to deny withholding of deportation is supported by substantial evidence and that the decision to deny voluntary departure is not an abuse of discretion.
