ASPEN, District Judge:

Plaintiff Howard Saffold has brought suit against the City of Chicago ("the City") pursuant to 42 U.S.C. § 1983, claiming that defendant, without prior notice, has effected a forfeiture of 117 vacation days that plaintiff earned pursuant to a City of Chicago Police Department General Order.
