Appellant appeals from the denial of his motion to extend the time to file his notice of appeal under D.C.App.R. 4 on the ground of excusable neglect. Additionally, appellant contends, for the first time, that trial counsel's failure to file a timely notice of appeal from his convictions denied him the effective assistance of counsel.
