The Peoria Board of Fire and Police Commissioners appeals from a judgment order of the circuit court of Peoria County invalidating the procedure used to select candidates for promotion to police lieutenant.

The disputed question giving rise to this appeal is whether the rules of the Board governing the promotional process for the rank of lieutenant in the Peoria Police Department violate the statutory directives...
