Bach, Andrew Thomure, Cyndy Johnston, and Greg Wise, appeal from a judgment of the circuit court of St. Clair County which (1) declared that Chapter 42 of the St. Clair County Revised Code of Ordinances, as amended in 1988, was not invalid and (2) denied plaintiff Thomure's claim that St. Clair County had effected a taking of his property without paying him just compensation.
