The National Labor Relations Board appeals an order of the district court, on remand from this court's dismissal of an earlier appeal as moot. The district court applied this circuit's Ringsby exception1 to the rule requiring vacatur of lower court decisions in cases that have become moot on appeal, and declined to vacate its previous order.
