Plaintiff, Martin Babin, (Babin) filed this tort action against the State of Louisiana, through the Department of Transportation and Development (DOTD) seeking damages for bodily injuries sustained when his vehicle ran off Louisiana Highway 643 in St. John the Baptist Parish.
