KELLEHER, Justice.

On June 7, 1986, Peter Brown (Brown), a resident of Pawtucket, retired at about 9:30 p.m. A short time later, he awoke to the sound of fire trucks outside his building. When he went outside to investigate, he soon learned that there had been a fire in a dumpster behind an adjacent apartment building located at 502 Pawtucket Avenue (apartment building).
