Petitioner, Warren R. Cooper, Jr., appeals from the denial of his claim under the District of Columbia Victims of Violent Crime Compensation Act of 1981, D.C.Code § 3-401 et seq. (1988 Repl.) ("the Act"). Petitioner contends that the District of Columbia Department of Employment Services (DOES) erred in denying his claim. We vacate the decision of DOES and remand for further proceedings...
