Statutory construction of Act 639 of 1989 (codified as Ark.Code Ann. §§ 14-207-101 to -106) is the subject of this appeal. The City of Bentonville, appellee, annexed certain territory located near the city limits. Under authority of the Public Service Commission, appellant Carroll Electric Cooperative (Cooperative) provided the electricity for this territory.
