The issue in this case is whether Department of Education (DOE) regulation 4 Alaska Administrative Code (AAC) 18.900(b)(2) (1991) is consistent with AS 14.20.150, which provides that a teacher must work "continuously for two full school years" in order to acquire tenure rights.
