MOORE, Justice.

This appeal stems from the State Department of Labor's (DOL) refusal to award Terry Smith unemployment insurance benefits. Smith worked as a cashier for Pay'n Save Stores, Inc. (Pay'n Save). He was discharged for accepting a credit card purchase which exceeded the "floor limit" without obtaining management approval. The DOL denied Smith unemployment benefits on the ground that he had been fired due to "misconduct" within the meaning...
