The Board of Bar Examiners (the Board) appeals the order of a single justice of the Supreme Judicial Court (Wathen, J.) admitting petitioner Polly A. Hughes to the bar despite the Board's refusal to give her the certificate of good moral character required for admission by 4 M.R.S.A. § 805-A(1) (1989) and M.Bar.Adm.R. 8, 9(a).
