Michael Baker injured his back and leg in January 1987 when he fell while working as a carpenter for Regional Construction Company. A hearing examiner for the Department of Employment Services (DOES) awarded disability benefits to Baker, and on appeal the Director of DOES affirmed that order. Regional and its insurance carrier, Hartford Accident and Indemnity Company, now seek review of the Director's decision, contending that they did not...
