MEMORANDUM OPINION

DAVIDSON, District Judge.

This matter comes before the court on cross-motions for summary judgment. The plaintiffs, adult residents and registered voters of Alcorn County, Mississippi, allege that the defendants, the Alcorn County Board of Supervisors and its five elected members, violated their right to due process as guaranteed by the fourteenth amendment of the United States Constitution.
