This is an appeal of the suspension of appellant's driving privileges. Appellant's driving privileges were suspended upon determination by the Department of Revenue (the Department) that he was arrested under circumstances that gave probable cause to believe that appellant was driving a motor vehicle at a time when he had "thirteen-hundredths of one percent or more by weight of alcohol in his blood." § 302.505.1
