PER CURIAM.

Fred Earnest, an Arkansas inmate, appeals from a final judgment of the District Court1 for the Eastern District of Arkansas denying Earnest's petition for a writ of habeas corpus under 28 U.S.C. § 2254. For the reasons discussed below, we affirm the judgment of the district court.
