On April 23, 1988, the race horse, "Bold Suba" finished first in the second race at The New Evangeline Downs in Lafayette, Louisiana. Appellant, Steve Segura, was the trainer in charge of Bold Suba. Immediately following the race, a routine urine specimen was taken from the horse and forwarded to the State chemist for the Louisiana State Racing Commission ("Commission").
