SPENCER, District Judge:

This is an appeal from the district court's determination that appellant should be civilly committed pursuant to Title 18 U.S.C. § 4246(a). We agree and affirm.

I.

Craig O. Copley, appellant, was indicted on August 24, 1988 in the Northern District of New York on two counts of mailing threatening communications to the president1 and on one count of threatening the life of the president.
