Appellant and his co-defendant at trial were arrested and charged with one count of distribution of cocaine to an undercover police officer, in violation of D.C.Code § 33-541(a)(1) (1989). Appellant was convicted and sentenced under the Youth Rehabilitation Act, D.C.Code § 24-803(a) (1989), to three years probation with a condition of 150 hours of community service.
