This expedited petition for review brings before us a challenge to signatures supporting a public initiative and an informal rule employed by the District of Columbia Board of Elections and Ethics (the Board) in counting those signatures. The initiative in question, entitled "The Prohibition of Horse-Drawn Carriages Act of 1990,"1 would be placed on the ballot in a special election to be held on November 5, 1991...
